Invalid charset in HTML pages inside generated CHM file

CHM file created with Sphinx uses invalid encoding 'iso8859_1'. I'm speaking about Python documentation []. I know that the same issue #818 was raised and was closed in the past, but the problem still exists. I've taken a look at source code and seen that invalid encoding id is still there. Why don't fix it?
