line block does not preserve initial spaces

I am editing the documentation that comes with a Python distribution and building (for now) the htmlhelp output.

This is my input:

:ref:`slp-know-how`
:ref:`slp-resources`
:ref:`slp-history`

This is the resulting output:

In a line block, initial spaces are meant to be preserved. At least in the htmlhelp output, this is not the case.
