Lists generate inconsistent HTML for all-single para items vs any multi-paragraph item

Sphinx lists generate inconsistent HTML depending on whether all items in list are simple single paragraphs or not. If not, then each <li> also has <p>'s inside it, otherwise it is just an <li>. This leads to noticeable differences in inter-item spacing (since <p> typically has non-zero top/bottom margins.)

My solution would be to use <p> inside all <li>'s.
