HTMLHelp shows garbaged character in index..

I use HTMLHelp version 4.74.9273 in Japanese environment. It shows garbaged character in index builded by sphinx.

I modified this: http://bitbucket.org/birkenfeld/sphinx/src/2f1a3a7e8eb0/sphinx/builders/htmlhelp.py#cl-261

                    f.write(item.encode('ascii', 'xmlcharrefreplace')
                            .decode('ascii'))

to:

                    f.write(item)

and then I got non-garbaged index. Is this change acceptable?
