Invalid names of ISO charsets in htmlhelp builder

Names of ISO charsets in HTML files created by htmlhelp builder are invalid. In result foreign characters are displayed improperly in both HTML files generated by the htmlhelp builder and compiled CHM file.

The builder should use proper character encoding names like iso-8859-1 and iso-8859-2 instead of iso8859_1 and iso8859_2.
