Figure reference should be number only, not caption

When referencing a figure, the reference (:ref:`my_figure`) should return the figure number only, and not the caption. The result of the current behavior is this:

I have had to eliminate figure references entirely in my documentation because of this, and replace them with hard-coded references. The vast majority of writers would expect a reference number returned by the cross reference, so this should probably be the default behavior.
