:ref: links to non-sections don't always work in note

I have the following markup:

.. note:: some note
    :ref:`later in this manual <richtext-label>`.

This works if :ref: does not start a line, but if it starts a line, sphinx complains about "invalid option block".

    Workaround: Add an extra empty line after the .. note:: or change the wrapping.

    It is a weakness of the docutils parser that it always considers :xyz: as an option block first. It should probably check for other defined semantics and only fallback to the error if none is found.
