Description

On Ubuntu 12.04 (precise pangolin), python-docutils is version 0.8.1 and seems to have changed how it reports languages; full names rather than codes. Hence, compiling pdfs doesn't work for german, spanish, dutch, etc. This is because the check to see if \shorthandoff{"} is necessary isn't being triggered.

I don't know if this is the most appropriate fix, but it does fix the issue for me.

    When I execute a translation, "\shorthandoff{"}" creates the following error and breaks the PDF:
