Backup New Access Keyset

blakeca00 repo owner created an issue

when keys are rotated, automatically place a copy of the newly created keyset in a local fs location denoted by the 

local_config['KEY_BACKUP']['BACKUP_LOCATION']

parameter in the local config file.

Backup should occur only when KEY_BACKUP/BACKUP_ENABLE is set to True.
