Availability of the sign() operation for the given data types.

This type trait provides the information whether the sign() operation exists for the given data type T (taking the cv-qualifiers into account). In case the operation is available, the value member constant is set to true, the nested type definition Type is TrueType, and the class derives from TrueType. Otherwise value is set to false, Type is FalseType, and the class derives from FalseType.
