Compile time check for strictly upper triangular matrices.

This type trait tests whether or not the given template parameter is a strictly upper triangular matrix type (i.e. a matrix type that is guaranteed to be strictly upper triangular at compile time). In case the type is a strictly upper triangular matrix type, the value member constant is set to true, the nested type definition Type is TrueType, and the class derives from TrueType. Otherwise value is set to false, Type is FalseType, and the class derives from FalseType.
