Commit cdc3132 breaks MSVC compatibility

The commit cdc3132 which removes the BLAZE_TEMPLATE breaks compatibility with Windows. It seems that Visual Studio 2017 still needs that fix to compile properly.

    Commit 72a0cb2 restores the MSVC compatibility by reintroducing the BLAZE_TEMPLATE macro. The fix is immediately available via cloning the Blaze repository and will be officially released in Blaze 3.2.
