Fedora package for blaze

I generated the spec file for having blaze as an official Fedora package

Once it will be reviewed by the Fedora community and will be accepted, one can install it on Fedora using dnf install blaze-devel.

The package was approved and should be soon in the updates-testing repo for Fedora 28/29.
