This is the same functionality that is implemented in Hunger Overhaul for crops to not be able to grown underground. In terms of spawns we have three possible cases for this flag.

Spawn only if sky is visible (directly up)

Spawn only if sky is blocked (directly up)

Spawn regardless if sky is visible or blocked
