Engineers aren't promoted when they should be

The "Promote Kittens" button won't promote an assigned engineer unless they have enough experience to be promoted directly to whatever rank the thing they're making is. If you assign a new engineer to Eludium, the "Promote Kittens" button tries to promote them directly to Rank 5 from Rank 0, and it won't do ANY promotions until they have enough XP to get all the way to Rank 5. Even though they'd be faster at Eludium at ranks 1, 2, etc.
