Switching from Libraries to Data Centres kicks you out of Iron Will (and stops generating astronomical events)

If you are in Iron Will mode, and switch from Libraries to Data Centres (or just sell all your Libraries/Data Centres) you will stop getting astronomical events and the game will no longer think you're in Iron Will.
Building at least one library or DC will put you back in IW.
Stop being in IW by selling all libraries or data centers is just a layout bug. See pull request #861 for fixing.
For stop getting astronomical events, it seems to be normal.
