"Communism" policy doesn't reduce factory prices

It looks like whatever code would look at “factoryCostReduction” is not actually triggered after the “Communism” policy is researched, so the price doesn’t actually decrease.

There’s actually a similar issue with “Liberalism”: it decreases the gold prices of things in the Religion tab (like Sunspire), but not of buildings like Mint or Temple.
