Unicorn Selection does not work

Unicorn Selection is a workshop Ratio upgrade. Workshop Ratio upgrades only affect village production, which there is none of for unicorns. It looks like coal has a hack similar to what would be needed here. Maybe we can add a new type of effect which affects total production?
