Open Woodlands policy does nothing?

Looks like this is a know bug and it has been around for a while - openWoodlands policy does nothing at all? (despite saying it provides a +12.5% bonus to wood/minerals production).

Quickly searching the codebase for openWoodlands shows that it sets e.g. mineralsPolicyRatio which doesn’t seem to do anything at all?
