Improved Challenges system

A complete revamping of challenges to make them do more and be able to be done multiple times and in combination with each other and other extra conditions. Also involves the return of hard resource caps, with a twist for Chonosphere resets.

This is just a rough initial draft. It will need some rebalancing and, more importantly, bugfixing. Any suggestions are appreciated. Code reviews/fixes are even more helpful. There has been only the most minimal of testing, so if anyone who knows how wants to grab a fork and test that would be great, though do so at your own risk if you are using your main save. I am CERTAIN there are many bugs.

There is a lot here, so I would avoid merging into even the beta until enough testing has been done, but I figured I'd at least put what I have out there for review (a month late) since it is at least complete if not functional.
