Should time have it's own package

It does for the moment in "bryan's" CIM2, but not in "Mark's" CIM2. Needs resolution.

I was going to implement the merging of shared_time and shared, but looking at the package diagram attached, really suggests they would be better separate. Perhaps however, the package could be renamed time?

Agreed to rename shared_time to time and keep as a package
