When product has (1) staff, some slots don't show since v.4.16.1

Not sure if this was present before but a customer reported it after updating and I was able to reproduce it easily.

I have created a product with some rules and inventory 8. Then made some bookings for same day (different overlapping times) and there were still slots available at some times. Then I added a staff to this product and all booked appointments. After doing that, there are missing slots.
