Limit available bookings slots near each other

I’m not sure the best way to explain it but I’ll try. Let’s say a spa is open from 11am to 9pm and the website has spots set for each hour – 11am, 12pm, 1pm booking etc etc and say on a slow day like Monday someone books 11am and the next person books 7pm, is there a way to only allow bookings to be near each other so if someone books 11am the only next few slots available would be 12,1pm,2pm then once those spots are booked, more slots will open up for 3pm,4pm,5pm etc hope it makes sense.
