Two products with same staff can't be booked at the same time

This is working only if capacity of the product is set to 1. If greater then one, after booking one product to not full capacity, the slot is not available for other product.

This is causing line 1526 in class-wc-product-appointment.php.

It removes all staff available capacity if product id is not same as already booked.

Not a bug, it should work like this.
