Capcity not working with staff

To reproduce:

Set global availability Time range (all week) 00:00 - 00:00 Set product duration to 7 days, no padding, no lead time, no availability rules, capacity 6 (min:1; max:6). Add a user without any availability rules, but with capacity 6.

I am able to make a booking, but once I do, people can't book the same person anymore - even though the staff capacity is set to 6.

It looks like staff capacity isn't working.
