Global Inventory interfeers with staff Inventory

To reproduce:

Product: default rules + Inventory 5 (max 5)

Staff: Inventory 6

Global availability: Inventory 15

I can book this staff 10 times (2x per 5). If I delete the global rule I can only book max 6 slots - AS EXPECTED.

If I change product Inventory to 6 and Max to 6:

select capacity 6 and after 6 added to cart I can no longer book - AS EXPECTED,
select capacity 4 and add to cart. After that I am able to select max 6 more. Total is 10, which is overbooking,

It looks like there is an issue with the global Inventory rule when using with staff members.
