Product capacity acting strange

To reproduce:

global rules without Inventory
make 2 products without any availability rules
add Inventory of 15 (min = 1, max = 15) to both

Now when I book 12 of ProductA, product B is unavailable for that same day at that same slot. This should not happen as there are no staff assigned to it. By all logic, one should be able to book 15 spots for ProductA and 15 slots of productB on the same date/time.
