Reminders not going out at the right time

This is a problem for SMS reminders not going out at the right time. Could you recheck if it works ok? The customer says it's not working ok.

reporter @Željan Topić This appears to also be the case with emails, not just SMS-es, from what clients are saying.
One example:
Customer and Admin Reminder: 2 Hours Before Appointment
Appointment Time: 6:30pm (Real New York Time)
wc_twilio_sms_appointments_admin_reminder_notification: 2020-03-11 16:30:00 +0000
wc_twilio_sms_appointments_customer_reminder_notification: 2020-03-11 16:30:00 +0000
Time Now: 11:00am (New York Time)
Time Left Until Action: 1 Hour and 30 minutes aka 12:30pm (Real New York Time) (This is Wrong)This action is supposed to happen 5 Hours and 30 minutes from now.
This seems like the site thinks the time now is 3:00pm (This is Wrong)
I just created a new appointment at 11:25am (Real New York Time) but the Scheduled Action Appointment Reminder log says the Scheduled Action was created at 2020-03-11 15:25:09 +0000 aka 3:25pm.In settings and General, I have Time Zone set to New York.
This one has the same problem. Also mentioned that in latest version, the SMS is going out twice.

Added additional timezone checks.

Appointment reminder is always sent 1 day prior to appointment time. Reminder sending time can also be configured inside Reminder Email settings in admin. This has nothing to do with customer's local time, since appointment always take place at the same time. Reminder email dates/times are always converted to local.
