Twilio SMS -some late & some not sending

  1. Admin reminder SMS notifications are late
  2. Customer confirmation SMS notifications don’t work at all.
  3. Customer cancellation SMS notifications don’t work at all.

    Confirmaion and Follow up sms didn't work in some circumstance - has been fixed with 4.5.0.

    SMS won't send, when customer opts out of receiving texts in their final checkout page.
