gCal rule that ends at the same time the slot should start doesn't work

gCal with 2 rules for Mondays (tested with staff’s gCal):

• 12 am to 11 am
• 11:30 am to 11:30 pm

product with settings:

• duration = 30 min
• interval = 30min
• padding time = 0 (minutes or hour or days)
• availability rule for Monday from 11:00 to 11:30 am

One would expect the slot at 11:00 am to show up. But it doesn’t.
