SMS for Appointments not going out

Order related SMS go out normally, but no Appointment SMS-es. They are all active, but neither admin or client SMSes work.

I just checked for an appointment made 11 days ago that was due today at 18:00 Seoul time (WP setting). As of writing this, time is Seoul is 20:47. The reminder SMS-es to admin (15 min before) and client (2 hours before) were never sent and there is only one scheduled action for it in total and that is for the follow-up. Follow up SMS is set to be sent 2 days after the appointment, so there is still hope for that.

I also checked for an appointment that scheduled to happen on 07.04.2020 at 18:00. No Appointment related SMS was sent. The only scheduled one is for the follow up that should have been sent today at 19:00 (Seoul Time). Now it’s 20:47 and the action is still pending for 2020-04-09 19:00:00 +0000 (7 hours 8 minutes).

Please can this be fixed. I bought and paid for Twilio for this exact purpose and now it doesn't work. I feel like I wasted my money as a result.

Added additional checks for time zone. Fully tested with "WooCommerce Twilio SMS Notifications v1.14.4" and all notifications/texts are sent correctly: cancellation, confirmation, reminder, follow-up.
