Product Availability rule with lowest Quantity overrides all other quantities

To reproduce create a product with quantity 2 (min:1, max:2) and add these rules:

Then try booking at 16:00 for 2 people. You’ll only be able to book 1 slot. And it doesn’t matter at which position the rule is.
