2 hr appointments are blocking out 3 hrs

When booking a 2 hour appointment, 2 hours are blocked out for the selected time as well as the hour prior to the appointment. Padding time is set to zero, and we're not sure what else to check to fix this.

General settings are attached as well as the calendar view after an appointment is scheduled for 12pm (11am-1pm is blocked out)
