"track changes" feature doesn't work

What is the “track changes” eature in the edit-appointment screen?
No matter what you select, it reloads as “Private note”. If there is no functionality from it, remove it from the view.

Nevermind. It does work. Just had no idea how.
It sends the email to customer if "note to customer" is selected when making any changes to the appointment manually.
