can't buy utopian moon

All newspapers in my area say there's someone selling a moon in the Magrat system, but when I go there, I don't have the option to buy it. I have 600-odd thousand in cash, and the Wasp with hardened hull and plenty other upgrades, so money isn't an issue. Not sure if this would affect anything, but my reputation is Deadly and my police record is Clean.
