Split lib into separate package

Now that the server side uses silk to read config and pass it into processes, Fabric, paramiko, and pycrypto are getting dragged along for the ride as silk dependencies.

The server doesn't really need those packages. We can stop them being installed if we have a silk-config package that just gives the server what it needs, and then have silk-deployment depend on that.

    Fixed with the split-off of silk-config. Now servers only need to pull in that package, and don't have dependencies on cherrypy, fabric, paramiko, or pycrypto.
