ok found an issue - it was not a problem with installer - but with DLL version. INstaller won't copy DLLs if they had the same versions. So I forced DLLs to have an auto increment version.

The installer asked me to close SSMS which is good.

Can you close it on behalf of the user automatically from the installer and reopen it again when the installation routine is complete?
