Please describe what the pull request achieves.
In read/write declarations, the default for read is everywhere, the default for write is interior. This PR changes the default for scalars (as declared in interface.ccl) to everywhere for read and write.
Please use commit messages of the form "ThornName: changes foo" to make it easier to read history.
