Add Dynamic Ribbon note & Extend settings

If dynamic ribbons are turned on then the ribbon box on the edit vehicle page should let user know which ribbon is being applied and why.

The Ribbon setting, in the settings area, should tell users how dynamic ribbons being applied - ie. why is one low price, why is another low miles.

Allow dynamic determination settings to be changed. ie. select low price, select low mileage, etc.
