Added the following: * ForceFieldConfigServlet - fetches, writes, and updates the system-wide configuration * ForceFieldConfigServletTest -- makes sure the config servlet behaves as expected * PreventForcePushPreReceiveHook - fetches the plugin configuration and applies it to all repositories that do not have a local repository hook configuration * Added the needed configuration to the atlassian-plugin.xml * Added needed libraries to the POM * Added serverside-config.soy which leverages the hook-config.soy template. Any future changes will be automatically propagated to the plugin level configuration.
Moved the hook-config.soy file to be in the /static directory to be next to the serverside-config.soy file
