Set user rights to reports

Currently it appears that there are two levels of access.

1. Admin - Ability to create reports
2. Non-admin/anonymous - Ability to view all reports

We would like the ability to have at least 3 levels

1. Admin - ability to create reports
2. Manager/logged non-admin user - ability to view reports defined as manager reports - manager reports would have additional columns that we wouldn't want all users to see
3. Anonymous - ability to view non-manager reports

The above is a minimum we would like to see.
