I've litterally had times where someone kept doing it for like 5-6 times before everyone but the guy lagging it left. You even had the option to party up with the same people. Also could have been around the time the servers were figured out. Why would they ever take away features. If anyone backed out of that matchmade allied team, matchmaking would find you a new teammate.

Halo matches aren't that long, maybe 6-15 minutes, and from what I've seen ranks don't really matter as much as they do in League or Counter-Strike.
Just one of the ways they've monkey patched it to make it seems like it works. I'm not sure there would be a way to report them if they leave in a hurry. Also could have been around the time the servers were figured hako.
