Error in CPProcess when there's a space in the executable path

While tracking down some of the lingering test failures in CP 3.2.x, I encountered this error:

test_4_Autoreload (cherrypy.test.test_states.ServerStateTests) ... C:\Program: can't open file 'Files\Python27\python.exe': [Errno 2] No such file or directory

Following the error, the test process hangs and has to be killed.

I have Python installed in C:\Program Files\Python27, thus the error. I suspect this is due to how the command-line is handled in helper.CPProcess (the first line of the indicated test).
