HTTP errors cause trouble if clients expect certian output, such as xmlrpc

The xmlrpc filter can be restructed to correct this, but we also need a general sollution that will work without using filters. I think the best solution is to to have a _cpOnHTTP function that gets called by the HTTPError class.

    mikerobi: could you update us on this ticket? I'm not entirely sure it's still relevant.

    filters are responsible for their own cleanup when they deviate from core behavior. xmlrpcfilter does wrap the error. re-open the ticket if you find some cases where it doesn't.
