As an indirect result of http://bugs.python.org/issue6926 , CherryPy dual-stack support on Windows is broken.

This may be related to #960.

    There appears to be two issues. The first is that by the time bind() is called, the bind_addr[0] is '::0' instead of '::'. The second is that socket.IPPROTO_IPV6 is missing from Python 2.6 and 3.1.

    The second patch to this ticket addresses both of these issues.

    I'd appreciate suggestions on addressing the '::' matching. Should we have a function that tests is_in6addr_any() ?
