data_files (tutorial.conf, etc.) getting installed in wrong location

This appears to be the ghost of #74. See the discussion [http://groups-beta.google.com/group/cherrypy-users/browse_frm/thread/53e79b0ae5b91d7e here].

It looks like Python 2.5 doesn't support our workaround for getting data_files (non-.py files) installed in the platform specific site-packages directory. This is preventing the tutorials from running from site-packages/cherrypy/tutorial, as tutorial.conf is not getting installed there.

    Just installed a fresh copy of CP3 beta2 with Python 2.5 on Ubuntu 6.10 with no problems. Perhaps it is a Windows specific Python 2.5 gotcha? Can someone with Windows and Python 2.5 confirm this issue (other than the OP in the thread linked above)?
