default gzip compress_level

The default gzip compress_level of 9 is silly. I suggest it be set to 5 or 6 at most, as the added benefits of higher levels are extremely small while the added cpu time is substantial. See http://changelog.complete.org/archives/910-how-to-think-about-compression as well as gzip's manpage.

In lib/encoding.py: def gzip(compress_level=9, mime_types=['text/html', 'text/plain'])
