Floating points comparing functions

Interface and implementation of functions for floats, doubles and long doubles.

• Check if posix specifies that functions
• Check if it shall hardware dependent
• Check if gcc (e.g. __cmpdf2 : https://gcc.gnu.org/onlinedocs/gccint/Soft-float-library-routines.html ) or CMSIS supports it

Poor implementatation in oc_math.h:

• oC_FEqual
• oC_FLEqual

shall be deleted

During this or next task all floating arithmetics (e.g. for frequencies calculations shall be analyzed an corrected)
