Ternary operators throw invalid syntax errors on Python < 2.5

apps/satchmo_utils/numbers.py line 82: ''decval = decval.quantize(Decimal('1')) if decval==decval.to_integral() else decval.normalize()''

This should be changed to a normal if..then.. construct for backwards compatibility, since Satchmo aims to be Python 2.3 compatibly.
