Don't require depot_tools to build the JCEF distribution.
CEF requires "depot_tools" provided tooling, which is not a listed requirement for JCEF. Still, JCEF's 'make_distrib' script uses the python.bat script that's provided by this depot_tools. There's no need for the depot_tools dependency when the python executable (that is a JCEF dependency) is used instead of the python script.
